PAY RATE: $75733.51- $79719.48 Per Year

JOB SUMMARY AND PURPOSE
Responsible for the overall operation of the property, the Community Property Manager must, first and foremost, be sensitive to the needs and particular lifestyle challenges of the community and be able to communicate effectively with people from all walks of life. Program leaders are responsible to meet all program contractual daily Key Performance Indicators including daily program numbers, data quality input, note taking, exits indicators and services provided
DUTIES AND RESPONSIBILITIES
- Oversee work performed by all staff at the location, including administrative, Case Management, and maintenance; Supervise and manage staff assigned to this location.
- Coordinate selection of outside contractors and vendors as well as oversee all project work by contractors and vendors.
- Maintain case management files
- Coordinate purchases and processing of purchase orders
- Oversee operation of contracted security staff.
- Investigate and document all complaints and reported incidents
- Maintain all tenant files
- Initiate, coordinate and process eviction proceedings
- Maintain all rent collection and processing
- Maintain resident relations and conflict resolution
- Review new applicants
- Authorize all move in and move out procedures
- Coordinate all property capital improvement projects
- Coordinate with corporate accountants on fiscal budgets and expenses
- Maintain work and document flow between property and corporate personnel
- Maintain daily property inspection and reports
- Coordinate and oversee compliance with various property funding sources
- Coordinate positive and productive associations with surrounding business community
- Liaise with the Housing Authority of the City of Los Angeles related to Section 8 units
- Other duties as assigned
ESSENTIAL DUTIES:
- Services for this position must be provided on-site. As a result, the positions supervised by this job description are on-site, and supervisors / managers / leaders must be on site to provide proper direction and oversight
- Oversee all work performed at the property, by internal staff and contracted vendors, to include case management
- Be the lead on all tenant relations matters, from application and move-in to rent collection, tenant relations, investigations and evictions.
- Propose capital projects, coordinate all fiscal matters with corporate accountants.
- Coordinate and oversee compliance with various property funding sources
- Conduct daily inspections, maintain report log and all documents needed by corporate.
- Liaise with the Housing Authority of the City of Los Angeles re: Section 8 units
- Coordinate positive and productive associations with surrounding business community
- Other duties as required and may be subject to change

Qualifications
REQUIREMENTS:
- Must be able to pass a fingerprint clearance, background check, including criminal history, personal references, employment and education verifications
- This position requires the Community Property Manager to reside at the property and have the ability to work flexible hours. The Community Property Manager may have a spouse or partner reside at the property, but children are not permitted due to the needs of the community
- Ability to perform under circumstances of possible emotional stress and conflicts dealing with difficult, uncooperative, and potentially aggressive clients as VOALA serves the neediest of the needy in our programs which may include clients with homelessness, mental-illness, substance abuse, recently released from incarceration and other challenges.
EDUCATION:
- Associates Degree or equivalent combination of education and work experience (2 years of relevant experience providing service to homeless/property management).
EXPERIENCE:
- Minimum 2 years of experience as a property manager with supervisory experience guiding and overseeing staff.
PREFERRED QUALIFICATIONS:
- Experience with Housing Authority procedures and documentation a plus.
