Continuous Quality Improvement (CQI)- Corporate
Serving those who serve others. The Continuous Quality Improvement (CQI) Department supports the programs of VOALA through data collection and validation, identifying, describing, and analyzing strengths and problems and then supporting the Evaluation Department and the Programs as they implement and update best practices. The CQI Department works with all VOALA programs to ensure their hard copy records and electronic databases meet legal and funder requirements, and reviews selected program procedures for compliance with funder requirements and goals. The CQI Department strives to ensure that all VOALA programs are “audit-ready”.
JOB SUMMARY AND PURPOSE
The Senior Data Analyst (SDA) analyses macro quantitative data across various databases inclusive of Los Angeles Continuum of Care Homeless Management Information System (HMIS) utilized for a vast quantity of VOALA programs and the comparable HMIS system for VOALA victim services. The SDA monitors and aids in contractual data design, analysis, and reporting in conjunction with the Database Lead. The SDA facilitates continuous programmatic data quality and compliance across multiple programs and funders by compiling data, quality checking validity and data integrity, quantitative analysis, leading reporting efforts, designing reporting tools, and assisting VOALA colleagues and personnel with data knowledge, competence and utility to observe trends, metrics and outcomes in support of program missions. Specific duties include:
DUTIES AND RESPONSIBILITIES
- Macro programmatic data related design and reporting in conjunction with the Database Lead to ensure ongoing metrics and reports are thoroughly and systematically addressed to fulfill contractual requirements (daily, weekly, monthly, quarterly, annually).
- Responsible for monitoring and analyzing macro contractual programmatic data requirements associated with social services rendered to marginalized populations in the LA CoC HMIS, the comparable victim services HMIS, and multiple other databases.
- Identify, analyze, and interpret trends in complex data sets.
- Meticulously monitor programmatic raw data entries and aggregate data during various intervals of time (daily, weekly, biweekly, monthly, quarterly, etc.) contingent on program funder and requirements.
- Identify and implement technical solutions where efficiencies may be gained through automation and procedural development.
- Assist system and protocol refinement to align with best practices and compliance.
- Document, monitor and address complex queries and reports for internal and external purposes including designing reporting tools and training program-based data quality specialists.
- SDA will be a VOALA data liaison for multiple external third-party evaluators.
- SDA will synthesize, communicate, develop and implement helpful solutions and tools that enable valid comprehensive data collection and reporting.
- Simplify complex ideas, issues, and observations into useful explanations and clear actionable steps.
- Provide technical assistance and cross training to program leadership, personnel and internal Data Coordinators as needed.
- Maintain current knowledge of current HUD data elements and requirements, in addition to other funder requirements.
- Participate, cofacilitate, and lead internal and external meetings.
- Assist cross-functional teams and data requests.
- Lead and/or assist with ad hoc data requests and reports.
ESSENTIAL DUTIES
- An essential function of this position requires incumbents to report to the office.
- Monitors and analyses macro programmatic data to ensure timeliness, diligence, and compliance in conjunction with the Database Lead.
- Database project design and reporting across various program types and funders
- Provides helpful corrective action and procedures to enable efficiency and data validity
- Creates ad hoc reports with aggregate data for internal and external requests
- Trains staff on HMIS and other relevant databases, subject matter expert for databases
- Develops and designs digestible training materials
- Trains VOALA personnel on coordinated and comparable HMIS requirements, best practices, and the use of analytic tools in other relevant databases.
- Collaborate and support internal colleagues with data inquiries, quality concerns, or actionable insights
- Communicate with external third-party evaluators as needed (based on contractual requirements)
- Other duties as required (subject to change based on the needs of the organization).
MANDATED REPORTER
As service providers to the underprivileged and vulnerable in our community, all employees are considered Mandated Reporters, and must report any instance of physical or sexual abuse to proper authorities.
Qualifications
REQUIREMENTS:
- Must be able to pass a fingerprint clearance, background check, including criminal history, personal references, employment and education verifications
- Valid California driver license and access to dependable transportation with adequate insurance
- Ability to perform under circumstances of possible emotional stress and conflicts dealing with difficult, uncooperative, and potentially aggressive clients as VOALA serves the neediest of the needy in our programs which may include clients with homelessness, mental-illness, substance abuse, recently released from incarceration and other challenges.
EDUCATION:
- Masters Degree in Data Science, Public Administration, or other relevant discipline
EXPERIENCE:
- 4-years of experience operating/maintaining database
- 2 years of experience serving a non-profit organization
- 2 years experience with clustered analysis of client service data, particularly homeless service data
PREFFERED QUALIFICATIONS:
- Familiarity with enrollment data collected for homeless services, HUD data requirements, coordinated HMIS databases, and comparable victim service HMIS databases
- Experience working with veterans, people in recovery and/or homelessness individuals
- Bilingual preferred (English and Spanish)
